Vaccinated abroad: What steps should I take in France to obtain a health pass?
You plan to come to France and have been vaccinated abroad? Here is what you should do.
I am a foreign national, vaccinated abroad, and I am moving to France:
Nationals vaccinated in the European Union:
If the person has an EU digital COVID certificate issued in one of the EU countries, no particular procedure is necessary. The certificate received is valid in all EU countries.
Nationals vaccinated outside the European Union:
To enable nationals of a country outside the European Union to use their vaccination to access activities and places subject to the pass in France, they can ask pharmacists to issue them with a certificate of vaccination equivalence which is valid as a health pass.
It can be requested by any national aged 16 years old or more and having a valid initial vaccination scheme in France.
To obtain their certificate of vaccine equivalence, nationals of a country outside the European Union and not included in the list of countries below*, must present
- a passport,
- the original vaccination certificate in paper form.
The request for a certificate of vaccination equivalence can be made directly in a pharmacy. This service of generating a certificate of vaccination equivalence is invoiced for a price that cannot exceed €36 including tax. Pharmacies offering this service are listed on this interactive map.
* The following countries outside the European Union are not concerned by the issue of a certificate of vaccine equivalence: Albania, Andorra, Armenia, Cape Verde, Faroe Islands, Georgia, Iceland, Israel, Lebanon, Liechtenstein, Northern Macedonia, Monaco, Montenegro, Morocco, New Zealand, Norway, Panama, San Marino, Singapore, Switzerland, Taiwan, Thailand, Togo, Tunisia, Turkey, Ukraine, United Arab Emirates, United Kingdom, Uruguay, and the Vatican.
Indeed, the digital COVID certificates issued in these countries are valid and accepted in France. Similarly, the EU digital COVID certificate is accepted by these 31 countries.
I am a French national, vaccinated abroad, and I am moving back to France:
French nationals who have been fully vaccinated abroad can apply for a vaccination pass by filling in an online form on this website. This form allows the conversion of the foreign vaccination certificate into a French vaccination pass. Once the application has been processed, it can be printed and presented on paper, or added to the TousAntiCovid application, to prove one's vaccination status.
French people who have been vaccinated abroad - and who will then be vaccinated in France (second or booster dose) or who will receive their booster dose abroad - will also have to submit a file on this platform with all their vaccination certificates to obtain a vaccination pass (complete vaccination scheme).
Each person in the same family or group will have to fill in and sign a form and produce supporting documents. Each application must be sent by email separately.
Please note that Covid-19 recovery certificates are not valid on the platform and are not considered as a vaccine dose.
Good to know:
You do not have to wait until you are in France to send the application, you can do so as soon as your date of stay is known.
While waiting to receive their French vaccination pass, French expatriates temporarily staying in France can opt for an antigenic screening test or a PCR test.
